TREASURE COAST – Construction and maintenance-related lane closures on state highways in Martin, St. Lucie and Indian River counties are expected during the week of September 15 through September 22. CONSTRUCTION PROJECTS

MARTIN COUNTY

  1. Kanner Highway / State Road 76 from Lost River Road to south of Monterey Road

Description: Under this 4.3-mile-long project, Kanner Highway is being widened from a four-lane divided highway to a six-lane divided highway. Additional work on this project includes: widening the bridge over the South Fork St. Lucie River; drainage improvements, including construction of five retention ponds; construction of sound walls at Fisherman’s / Somerset Cove and Whitemarsh Reserve; guardrail improvements; signalization upgrades; and turn lane and bicycle lane improvements.

Cost/Completion: $20.8 million. Completion is expected in spring 2019.

Traffic Impact:

  • The speed limit on Kanner Highway from Lost River Road to Indian Street has been reduced from 50 mph to 45 mph. The speed limit will remain at 45 mph after project completion.
  • One lane in either direction of Kanner Highway from Lost River Road to Martin County High School may be closed intermittently Monday through Friday between 9 a.m. and 4 p.m. for drainage work and roadway widening.
  • One lane in either direction of Kanner Highway from Lost River Road to Martin County High School may be closed intermittently Monday through Thursday night between 9 p.m. and 6 a.m. for bridge and drainage work.
  • The sidewalk along the east side of Kanner Highway just south of the high school will be intermittently closedMonday through Friday between 9 a.m. and 4 p.m. with flagmen holding pedestrian traffic so construction vehicles can enter and exit the pond area.
  • The sidewalk along southbound Kanner Highway from Pomeroy Street to South River Drive is closed through September for drainage work. Pedestrians will be detoured to the northbound sidewalk along Kanner Highway at Indian Street and Pomeroy Street.
  • Advance Notice: Starting September 29, the sidewalk on the east side of Kanner Highway from Indian Street to south of MCHS will be closed around-the-clock through December for drainage work. Pedestrians should use the sidewalk on the west side of Kanner Highway and cross at Indian Street and Monterey Road.
  • Advance Notice: Starting Friday night, September 29 at 7 p.m., northbound Kanner Highway from Indian Street to just south of Watercress Way will be narrowed to one lane through 6 a.m. Monday, October 2. During this time, northbound traffic on Kanner Highway will be diverted to the inside median utilizing a temporary travel lane. This lane diversion is occurring to complete drainage work. The following temporary traffic modifications will also be in place during this diversion:
    • Both directional median openings just south of Watercress Way will be closed. Motorists should use the U-turn at Cabana Point Circle to the north or Indian Street to the south
    • The median opening at the Riverland Community will be closed. Motorists will only be able to make a right turn when leaving the community. Motorists heading northbound wanting to turn into the community should continue north and U-turn at Cabana Point Circle
    • The southbound-to-northbound directional median opening just north of Indian Street will be closed. Motorists should continue south and U-turn at Indian Street

I-95 Interchange at Kanner Highway (State Road 76 / Exit 101)

Description: This 0.745-mile project includes widening Kanner Highway (SR 76) at the I-95 interchange, reconstructing the I-95 entrance and exit ramps, drainage, milling and resurfacing, signing & pavement markings, and signalization. Cost/Completion: $5.8 million. Completion in summer 2017.

Traffic Impact:

  • Lane closures at the Kanner Highway and Lost River Road intersection will occur Wednesday and Thursday between 9 a.m. and 3 p.m. and between 6 p.m. and 6 a.m. for signal work.

 

  1. State Road 710 / Warfield Boulevard from east of Kanner Highway (State Road 76) to the Martin / Palm Beach County Line

Description: This 5.572-mile project includes reconstructing State Road 710 to a 4-lane divided roadway with a 40-foot sodded median, concrete pavement, installing a new drainage system, and constructing a new wildlife crossing west of Martin / Palm Beach County line.

Cost/Completion: $28 million. Completion in spring 2020.

Traffic Impact:

  • One lane in either direction of SR 710 may be closed intermittently Monday through Friday between 7 a.m. and 7 p.m. through September for widening. A flag crew will maintain two-way traffic.

 

  1. I-95 / Martin Highway (State Road 714) Interchange Landscape Improvements

Description: The improvements under this contract consist of installing trees at the Martin Highway (SR 714) I-95 Interchange and irrigation and pump installation.

Cost/Completion: $1.15 million. Completion in summer 2017.

Traffic Impact:

  • The shoulders at the I-95/Martin Highway interchange may be closed intermittently Monday through Friday between 7 a.m. and 5 p.m. through summer 2017.

 

  1. I-95 Resurfacing Project from Indiantown Road to Bridge Road

Description: The I-95 resurfacing project from south of Indiantown Road (State Road 706) in the Town of Jupiter to north of Bridge Road (County Road 708) in Martin County is anticipated to begin Tuesday, May 9. The improvements under this contract consist of resurfacing the I-95 mainline from south of Indiantown Road to north of Bridge Road and the I-95 interchange ramps at Indiantown Road (Exit 87) and Bridge Road (Exit 96), minor shoulder and guardrail repairs, and replacement of the southbound bridge approach slab at approximate mile marker 89.5.

Cost/Completion: $17.2 million. Completion in fall 2018.

Traffic Impact:

  • The entrance and exit ramps at the I-95/Bridge Road interchange will be partially closed Monday through Thursday night between 9 p.m. and 6 a.m. for paving. Motorists will be able to enter and exit I-95 at Bridge Road during these partial closures.
  • Two lanes in either direction of I-95 from Indiantown Road to Bridge Road may be closed Monday throughThursday night between 9 p.m. and 6 a.m. for paving.

 

  1. Kanner Highway (State Road 76) I-95 Interchange Landscape Improvements

Description: The improvements under this contract consist of installing trees at the Kanner Highway (SR 76) I-95 Interchange and an irrigation and pump system.

Cost/Completion: $1.46 million. Completion is expected in fall 2017.

Traffic Impact:

  • The shoulders at the I-95/Kanner Highway interchange may be closed intermittently Monday through Friday between 7 a.m. and 5 p.m. through fall 2017.
  1. State Road A1A and Sewall’s Point Road Signalization Project

Description: The improvements under this contract consist of upgrading signalization by installing new mast arms, pedestrian detectors, and closed-circuit television cameras; sidewalk and driveway improvements; and minor landscaping on A1A/NE Ocean Boulevard at the intersection of Sewall’s Point Road.

Cost/Completion: $459,999. Completion in early 2018.

Traffic Impact:

  • Advance Notice: One lane in each direction of A1A at Sewell’s Point Road will be closed Monday, September 25 through Friday, September 29 between 9 a.m. and 5 p.m. to install mast arm foundations
  1. NE Causeway Boulevard from Indian River Drive to State Road A1A in Jensen Beach

Traffic Impact:

  • The right turn lane from westbound NE Causeway Boulevard to northbound Indian River Drive will be closed intermittently Monday through Friday between 9 a.m. and 3 p.m. through October.
  • The sidewalk along the north side of NW Causeway Boulevard is closed for building construction through October. Pedestrians should use the sidewalk on the south side of the roadway.

 

  1. Jensen Beach Boulevard from West Court to Savannah Road in Jensen Beach

Traffic Impact:

  • One westbound lane of Jensen Beach Boulevard will be closed Tuesday through Friday between 8 a.m. and 4 p.m. for maintenance.

 

  1. State Road A1A (Ocean Boulevard) at Sandpebble Trace in Stuart

Traffic Impact:

  • Advance Notice: Starting Monday, September 25, the northbound lane of A1A will be closed Monday through Friday from 9 a.m. to 4 p.m. through October for utility work. A flag crew will maintain two-way traffic.
  1. Roosevelt Bridge Fishing Pier in Stuart

Traffic Impact:

  • The fishing pier under the Roosevelt Bridge is closed through September to replace the handrails along the pier. While the fishing pier is closed, no one will be permitted to access this area 
  1. LUCIE COUNTY

  2. Indrio Road Widening Project in Fort Pierce

Description: Indrio Road is being widened from west of the I-95 interchange to east of Emerson Avenue (State Road 607). This 2.7-mile project includes: reconstructing the existing two-lane Indrio Road to a four-lane, divided highway with a raised median; constructing a 6-foot sidewalk along the south side and a 12-foot-wide multi-purpose trail along the north side of Indrio Road; realigning Spanish Lakes Boulevard to connect with Koblegard Road; reconstructing Koblegard Road from Indrio Road north approximately .5 mile; and installing new highway lighting, signage and signalization.

Cost/Completion: $23.9 million. Completion in spring 2019.

Traffic Impact:

  • The speed limit on Indrio Road between I-95 and Emerson Avenue has been reduced from 55 mph to 45 mph. The speed limit will remain at 45 mph after project completion.
  • One lane in either direction of Indrio Road may be closed Monday through Friday between 7 a.m. and 4:30 p.m. for widening. A flag crew will maintain two-way traffic.
  • One lane in either direction of Emerson Avenue may be closed Monday through Friday between 7 a.m. and 4:30 p.m. for widening. A flag crew will maintain two-way traffic.
  • One lane in either direction of Spanish Lakes Boulevard may be closed Monday through Friday between 7 a.m. and 4:30 p.m. for construction. A flag crew will maintain two-way traffic.
  • One lane in either direction of Johnston Road may be closed Monday through Friday between 7 a.m. and 4:30 p.m. for construction. A flag crew will maintain two-way traffic.
  1. Midway Road Widening Project from S. 25th Street to U.S. 1

Description: This 1.8-mile project includes: reconstructing the existing two-lane Midway Road to a four-lane, divided highway with a raised median; installing a new signal at Sunrise Boulevard; constructing a new bridge over the North Fork St. Lucie River; constructing a 6-foot sidewalk on the north side and a 12-foot multi-purpose trail on the south side Midway Road; constructing 4-foot bike lanes on both sides of the roadway; reconstruction of S. 25th Street approximately 1000’ to the south & north of Midway Road; reconstruction of Sunrise Boulevard from W. 1st Street to Charlotta Street; reconstruction of Oleander Avenue from W. 2nd Street to Merritt Ditch; drainage improvements, including constructing 6 retention ponds at 5 locations; and signage, signalization, and lighting improvements.

Cost/Completion: $26.8 million. Completion in spring 2020.

Traffic Impact:

  • One lane in either direction of Midway Road from 25th Street to U.S. 1 will be closed Monday through Friday between 9 a.m. and 4 p.m. A flag crew will maintain two-way traffic.
  • One lane in either direction of Oleander Avenue from W. 1st Street to north of Midway Road will be closed intermittently Monday through Friday between 9 a.m. and 4 p.m. A flag crew will maintain two-way traffic.
  • One lane in either direction of Sunrise Boulevard from W. 1st Street to Augusta Street will be closed intermittently Monday through Friday between 9 a.m. and 4 p.m. A flag crew will maintain two-way traffic.
  • One lane in either direction of 25th Street north and south of Midway Road may be closed Monday through Friday between 10 a.m. and 3 p.m. A flag crew will maintain two-way traffic.
  • The inside left turn lane from northbound U.S. 1 to westbound Midway Road is closed around-the-clock for widening.
  • The inside left turn lane from southbound U.S. 1 to eastbound Midway Road is closed around-the-clock for widening.
  • The right turn lane from eastbound Midway Road to southbound Oleander Avenue is closed around-the-clock for roadway widening. Eastbound motorists can turn south from the through lane.
  • The right turn lane from westbound Midway Road to northbound Oleander Avenue is closed around-the-clock for roadway widening. Westbound motorists can turn north from the through lane.
  • Drainage work is underway along Melville Road from Midway Road to Brack Road that will necessitate five consecutive phases of full closures. These closures started at the south end near Brack Road and move north to Midway Road and are expected to be completed in mid-October. Motorists should detour via Brack Road to Oleander Avenue or U.S. 1 to Ulrich Road. Residents and emergency services will have access to properties along Melville Road at all times.

North 25th Street from St. Lucie Boulevard (County Road 608) to U.S. 1.

Description: This 1.169-mile project includes: milling and resurfacing of N. 25th Street / SR 615; constructing new sidewalk on both sides of road from where existing sidewalk ends to U.S. 1; constructing 6-foot buffered bike lanes in each direction; rebuilding handicap ramps throughout project limits at qualifying locations; upgrading signs and pavement marking, and upgrading pedestrian signal control buttons and adding countdown timers at the St. Lucie Boulevard / N. 25th Street and U.S. 1 / N. 25th Street intersections.

Cost/Completion: $2.14 million. Completion in fall 2017.

Traffic Impact:

  • One lane in each direction of 25th Street may be closed Monday through Friday between 7 a.m. and 5 p.m. through September for project punch list work.

 

  1. I-95 Bridge Deck Replacement Project at Glades Cut Off Road (County Road 709) and Ten Mile Creek

Description: The I-95 bridge decks are being replaced over Glades Cut Off Road and the Florida East Coast Railway (approximate mile marker 125) in the City of Port St. Lucie and over Ten Mile Creek just south of Okeechobee Road/Exit 129. Work on this project includes replacing the bridge decks on I-95 over Glades Cut Off Road (CR 709) and the FEC Railroad and over Ten Mile Creek, milling and resurfacing approaches to the bridge decks and re-striping approaches to bridge decks.

Cost/Completion: $13.46 million. Completion is expected in summer 2019.

Traffic Impact:

  • The speed limit on northbound and southbound I-95 at the two overpass locations – Glades Cut Off Road overpass (MM 125) and Ten Mile Creek overpass just south of Okeechobee Road/Exit 129 – has been reduced from 70 mph to 60 mph.
  • Starting the week of September 18, the outside lane of northbound I-95 at Glades Cut Off Road overpass and Ten Mile Creek overpass will be closed around-the-clock to prepare for an upcoming traffic shift.
  • The inside lane of southbound I-95 at Glades Cut Off Road overpass and Ten Mile Creek overpass is closed around-the-clock to prepare for an upcoming traffic shift.
  • Northbound I-95 may be reduced to one lane at the Glades Cut Off Road overpass Monday through Thursday night between 9 p.m. and 6 a.m.
  • Northbound I-95 may be reduced to one lane at the Ten Mile Creek overpass Monday through Thursday night between 9 p.m. and 6 a.m.
  1. McCarty Road North Bridge Replacement Project

Description: Work on this 0.12-mile project includes: replacing the McCarty Road Bridge over Ten-Mile Creek, raising the bridge approximately 2 feet above the existing bridge elevation to better accommodate flood creek water elevations; replacing both approach slabs; roadway reconstruction and widening immediately north and south of the new bridge; drainage improvements including new inlets and installation of a French-drain system and providing slope protection/channel lining below the bridge to prevent erosion; and installing signing and pavement markings. The new bridge configuration will be a two-lane undivided road with 12’ lanes, outside shoulders, and a sidewalk on the east side of the bridge.

Cost/Completion: $1.47 million. Completion in spring 2018.

Traffic Impact:

  • McCarty Road (County Road 712A) north bridge, from Twin Creeks Drive north for 0.12 miles, is closed around-the-clock through April 2018 to replace the bridge. During this time, motorists should detour via Okeechobee Road or Midway Road to Shinn Road.

 

  1. U.S. 1 from Virginia Avenue to Ohio Avenue in Fort Pierce

Traffic Impact:

  • One lane in each direction of U.S. 1 will be closed Monday through Friday between 9 a.m. and 4 p.m. through October for median work and to install mast arms.

 

  1. U.S. 1 at Ohio Avenue in Fort Pierce

Traffic Impact:

  • One northbound lane of U.S. 1 will be closed Monday through Friday between 9 a.m. and 4 p.m. to construct a new turn lane.

 

  1. State Road A1A from Windmill Village to  Pepper Lane in Jensen Beach

Traffic Impact:

  • One lane in either direction of A1A will be closed Monday through Friday between 8 a.m. and 5 p.m. for road work and lighting. A flag crew will maintain two-way traffic. 

INDIAN RIVER COUNTY

  1.  I-95 (SR 9) from just north of State Road 60 (Osceola Boulevard/Exit 147) at Vero Beach to the Indian River/Brevard County Line

Description: I-95 is being widened from just north of State Road 60 to the Indian River/Brevard County line. Improvements in this 12.5-mile-long project include: adding one lane on I-95 in each direction; milling and resurfacing the existing lanes; signalization and lighting improvements; Intelligent Transportation System (ITS) improvements, including closed-circuit television cameras, Dynamic Message Signs and vehicle detectors; removal/replacement of the existing bridges over CR 512 (Fellsmere Road); construction of a noise barrier wall adjacent to the Encore Sunshine Travel RV Resort; and reconstruction of the interchange at CR 512, including the ramps and turn lanes. Cost/Completion: $50.6 million. Completion in summer 2017.

Traffic Impact:

  • Motorists should be alert for slow moving construction vehicles entering and leaving the travel lanes.
  • The speed limit has been reduced to 60 mph in the work zone.
  • Lanes in each direction of I-95 may be closed periodically Tuesday through Thursday night between 9 p.m. and 6 a.m. for construction.
  • Southbound I-95 traffic is shifted at the following locations for construction:
  • Northbound I-95 traffic is shifted at the following locations for construction:
  • MM 153 to MM 153.5 is shifted from the two inside lanes to the two outside lanes.
  • MM 151 to MM 152 has a slight change in the traffic pattern.

 

  1. Central Railroad Corridor Greenway (CRCG) Pedestrian Overpass

Description: The Central Railroad Corridor Greenway (CRCG) Pedestrian Overpass project extends from west of I-95 to North County Regional Park. Work of this two-mile project includes: constructing a 12-foot shared use path and a pedestrian overpass over I-95, providing pedestrians and bicyclists with convenient access to area parks, conservation areas, recreational and educational facilities; maintaining an open drainage system with swales and minor culvert crossings; and installing lighting, architectural towers, and specialty signage at the bridge location.

Cost/Completion: $4.6 million. Completion in spring 2018.

Traffic Impact:

  • The shoulders along the I-95 northbound entrance ramp from County Road 512 may be closed intermittently Monday through Friday between 7 a.m. and 6 p.m. through fall 2017.
  • The shoulder along the I-95 southbound exit ramp to County Road 512 may be closed intermittently Monday through Friday between 7 a.m. and 6 p.m. through fall 2017.
  • One southbound lane of I-95 north of Fellsmere Road may be closed Monday through Thursday night between 8:30 p.m. and 6 a.m.

 

  1. 17th Street Shoulder Widening & Resurfacing

Description: Work on this 0.72-mile shoulder widening and resurfacing project on 17th Street (State Road 656) from U.S. 1 to 17th Street Causeway Bridge in the City of Vero Beach includes: widening the shoulder along 17th Street from U.S. 1 to 17th Street Causeway Bridge to accommodate 6.5 feet average wide buffered bike lanes in both directions; drainage, sidewalk and detectable warning surfaces; signalization improvements including installing a new mast arm at the NW corner of 6th Avenue, and upgrading pedestrian detectors; milling & resurfacing existing lanes; and striping improvements.

Cost/Completion: $3.06 million. Construction is expected to be completed in fall 2018.

Traffic Impact:

  • The outside lane of eastbound 17th Street from U.S. 1 to 6th Avenue is closed around the clock through November for shoulder widening.
  • The sidewalk on the south side of 17th Street from U.S. 1 to 6th Avenue is closed around the clock through November for shoulder widening and sidewalk repairs. Pedestrians should use the sidewalk on the north side of 17thStreet, crossing at U.S. 1 and 6th Avenue.
  • One lane in either direction of U.S. 1 at the 17th Street intersection may be closed intermittently Monday through Friday between 7 a.m. and 5 p.m. for curb construction.
  • One lane in either direction of Indian River Boulevard at the 17th Street intersection may be closed intermittently Monday through Friday between 7 a.m. and 5 p.m. for curb construction.
  • Advance Notice: Starting the week of September 25, the outside lane of westbound 17th Street from 6th Avenue to east of Indian River Boulevard is closed around the clock through January 2018 for shoulder widening.

 

  1. U.S. 1 at 4th Street in Vero Beach

Traffic Impact:

  • One southbound lane of U.S. 1 will be closed Monday through Friday between 9 a.m. and 4 p.m. for driveway construction.
