Vero woman sprays fisherman with hose, tells him she owns the water

He is known as Tony Toca on Facebook. His real name is Jose Ortez. He comes down every winter from Jersey and stays in Melbourne visiting his mom and other relatives.

Jose likes to fish.

He’s been going to his secret spot for 20 years. He wades in. He catches red fish and snook.

He wades in from public access and he fishes the docks.

His secret fishing spot not so secret anymore. Located just south of the Sebastian Inlet on A1A south in Vero Beach.

No one has ever given him any issues in the last 20 years. Up until today.

He said that people are always very nice and usually just asking what he is catching.

Then, this woman started harassing him. She took her hose and started spraying him.

The police were called.

The police asked Jose to leave the area. He was told he was trespassing.

He spoke to the sheriff. They have not gotten back to him yet.

FWC is involved. Officer Rich Marruquin who is investigating put me in touch with PIO officer Chad Webber. He said witness statements will be taken and they will then move forward with an investigation.

Here is the video he shot.

(We are going to look up water laws. We are pretty sure no one owns the water but we heartily object to anyone spraying our tourist fisherman with a hose)

The other side

So as I walking into the house tonight the woman in the video called me and threatened to sue me for posting the above video. She also said to not post her name- which I did not.

The person in the video claims she did not call the police. She claims she has videos of what happened. She won’t show them to me because she is going to sue me for posting the above video.

She claims to have photos and videos of this man on the sand of her private properly but refuses to share them.

According to her Jose was there for multiple hours. She asked him to leave. And he said no. He said he is not going anywhere.

According to her all the water in Amber Sands is owned by the property owners.

An offer for an interview was made and she refused.

She did send me this

Update 3/19/2019

Robert Taylor from Indian River County called me today.  He told  me this happened to him 3 years ago.  He was fishing with his son south of Joyce’s dock when  she came out telling them to leave.  She was extremely belligerent.
