PSL Police made arrest on Kidnapping, Aggravated Battery incident; two suspects still at large

On October 28, 2019 at around 6:00 pm, Police arrested 32-year-old Michel Abreu Ulloa DOB 6/3/1987, 1066-123 W 28thStreet, Hialeah, FL.  Michel Abreu Ulloa is facing the following charges: Aggravated Battery with a deadly weapon, Aggravated Assault with a deadly weapon, Kidnapping/ Inflict Bodily harm and False Imprisonment.

On October 28, 2019, Police went to 1800 SW Gatlin Boulevard, PSL (Bank of America) for reports of a possible kidnapping, where the victim walked into the establishment requesting bank employees to call 9-1-1.  Police learned the male victim had been battered by three armed suspects at 556 SW Lakota Avenue, PSL. The two suspects (later identified as Michel Abreu Ulloa & Arbely Arocha) drove the male victim to Bank of America to withdraw an undisclosed amount of money, while a third suspect (unknown) stayed at the house on SW Lakota Avenue with a female victim. Michel Abreu Ulloa & Arbely Arocha fled the area in a 2014 silver Chevy Suburban prior to police arriving at the bank. Police immediately located the silver Chevy and conducted a traffic stop.  The driver was identified as Michel A. Ulloa who matched the description provided by the male victim, therefore he was taken into police custody. Arbely Arocha was not in the silver Chevy and is still at large.

The male victim sustained non-life-threatening injuries; bruising to his ribs, head and eyes. He was treated at a local hospital and released the same day. The female victim did not sustain any injuries.  The incident is not a random act. In the past, the victims rented the house (556 SW Lakota Avenue) from suspect- Michel Abreu Ulloa (owner).

Police have identified the suspect that was present at the bank and need public’s help locating 41-year-old Arbely Arocha DOB 12/12/77, 5’05’tall, 190lbs, black hair and brown eyes. Arbely Arocha is wanted by Port St. Lucie Police on Aggravated Battery – Deadly Weapon – $50K, Aggravated Assault – Deadly Weapon – $25K, Kidnapping – $250K, and False Imprisonment – $25K.Total Bond – $300,000.

*Police are working on obtaining additional information on the third suspect involved.
