MARTIN, ST. LUCIE & INDIAN RIVER COUNTIES, Fla. – Construction, maintenance and permit-related lane closures on state highways in Martin, St. Lucie and Indian River counties are expected during November 13 through November 20, 2020. Weather permitting, work will be done at the following locations throughout the Treasure Coast.

CONSTRUCTION PROJECTS

MARTIN COUNTY

 

1. Kanner Highway / State Road 76, from south of Pratt Whitney Road (County Road 711) to SW Jack James Drive

Description: Kanner Highway is being widened from south of Pratt Whitney Road to SW Jack James Drive. Work on this 1.94-mile project includes: reconstructing Kanner Highway from CR 711 to Locks Road from a two-lane undivided highway to a four-lane divided highway with a raised median and curb & gutter; adding seven-foot-wide bicycle lanes from CR 711 to Locks Road; adding a 12-foot-wide shared use path on the east side of Kanner Highway from CR 711 to Locks Road; adding a six-foot-wide sidewalk on the west side of Kanner Highway from CR 711 to Locks Road; installing drainage features that will improve drainage; and resurfacing Kanner Highway from Locks Road to SW Jack James Drive. Access points and turn lanes will be provided throughout the corridor at the following locations: there will be turn lanes at the two signalized intersections CR 711 and Locks Road; full median openings will be at Mary Drive, Tropical Avenue, and SW Old Royal Drive; and a left-turn-only median opening will be located at Beverly Terrace.

Cost/Completion: $12.9 million. Completion is expected in summer 2021.

Traffic Impact:

• The speed limit on Kanner Highway from south of Pratt Whitney Road to SW Jack James Drive has been temporarily reduced from 50 MPH to 45 MPH. This speed limit reduction will be in place through the end of the project.
• One lane in either direction of Kanner Highway from Pratt Whitney Road to SW Jack James Drive will be closed intermittently Monday through Friday from 7 a.m. to 7 p.m. for roadway work. For lane closures on Kanner Highway where there is only one existing lane in each direction, two-way traffic will be maintained by a flag crew.
• One lane in either direction of Pratt Whitney Road at the Kanner Highway intersection will be closed intermittently Monday through Friday from 7 a.m. to 7 p.m. for roadway work. Two-way traffic will be maintained by a flag crew.
• The sidewalk on the west side of Kanner Highway is closed through January 2021. Pedestrians should use the newly constructed shared use path on the east side of Kanner Highway. Please note, due to current roadway conditions the shared use path terminates prior to Locks Road and Pratt Whitney Road/SW96th Street for pedestrian safety. 2. U.S. 1 Shoulder Widening and Resurfacing Project, from South of SE Heritage Boulevard to North of SE Salerno Road

Description: U.S. 1 is undergoing a shoulder widening and resurfacing project from south of SE Heritage Boulevard to north of SE Salerno Road. The improvements include: milling and resurfacing of all travel lanes, turn lanes, and shoulders; widening the shoulders to accommodate 7-foot buffered bicycle lanes; addressing pavement failures at Cove Road and Salerno Road; upgrading sidewalk and pedestrian ramps to meet American with Disabilities Act (ADA) standards; upgrading signing and pavement markings; installing new pedestrian countdown signal heads at multiple signalized intersections; upgrading traffic controller cabinets at all signalized intersections; and installing lighting improvements at Salerno Road and Cove Road intersections.

Cost/Completion: $8.4 million. Completion is expected in spring 2021.

Traffic Impact:

• The outside lane in either direction of U.S. 1 from Heritage Boulevard to Salerno Road may be closed Monday through Friday from 8 a.m. to 5 p.m. for grading/sodding slopes.

• One lane in either direction of U.S. 1 from Heritage Boulevard to Salerno Road will be closed Monday through Thursday night from 6 p.m. to 6 a.m. for paving.

3. State Road 714/Martin Downs Boulevard/Palm City Bridge Fender System Replacement Project Over the South Fork of the St. Lucie River

Description: The State Road 714/Palm City Bridge fender system replacement project over the South Fork of the St. Lucie River started July 7, 2020. The improvements on this project include removing and replacing the fender system on the south side of the Palm City Bridge.

Cost/Completion: $888,985. Completion is expected in fall 2020.

4. I-95 Lighting and Roadway Improvements Project from South of the State Road 706 / Indiantown Road Interchange to the County Road 708 / SE Bridge Road Interchange

Description: This 11.59-mile I-95 improvements project started September 9, 2020 in Jupiter and Hobe Sound. Work includes installing new roadway lighting with LED luminaires, replacing the high mast lighting system with a conventional LED roadway lighting system, extending the northbound I-95 merge lane just north of Indiantown Road, extending the deceleration distances for the I-95 northbound to westbound Indiantown Road exit ramp and the I-95 southbound to eastbound Indiantown Road exit ramp, and installing wrong way vehicle detection systems at the Indiantown Road and SE Bridge Road I-95 interchanges and new advanced warning signage.

Cost/Completion: $12.3 million. Completion is expected in spring 2022.

Traffic Impact:

• The shoulder in both directions of I-95 will be intermittently closed Monday through Friday from 6:30 a.m. to 6 p.m. through Aug. 2021 for temporary asphalt placement, landscaping relocation efforts, and conduit and light pole foundation installations.
• Two lanes in either direction of I-95 at the Indiantown Road interchange will be closed Sunday through Thursday night from 10 p.m. to 6 a.m. to facilitate the construction of a minor traffic diversion. 5. Roosevelt Bridge Repair Project

Description: The Roosevelt Bridge repair project that started on August 14, 2020 will restore six (6) lanes of traffic on the Roosevelt Bridge. The project consists of work to repair one span of the southbound bridge, minor work inside both bridges, restoration of the medians on U.S. 1 at each end of the bridge, and restoring Dixie Highway to its original condition.

Cost/Completion: $9.3 million. Completion is expected in January 2021.

Traffic Impact:

• The northbound and southbound bridges are down to two lanes to allow for the completion of median modifications and the proactive step of sealing the deck of the northbound bridge. Truck restrictions in place on the U.S. 1 corridor are removed and the 5-ton gross vehicle weight restriction is lifted, allowing multiple axle vehicles and trucks of all legal weights to traverse the bridges. Detours will be removed and regular tolls on the Florida Turnpike will be restored between MP 133 (Monterey Road) and MP 142 (Port St. Lucie Boulevard).
• Full Closure: Dixie Highway under the Roosevelt Bridge will be closed Friday and Saturday night from 9 p.m. to 5 a.m. for pressure washing and painting of the underside of the southbound Roosevelt Bridge’s southernmost span 1, weather permitting.
• Starting Wednesday night, Nov. 18, the outside southbound lane and southbound sidewalk of the Roosevelt Bridge will be closed nightly from 9 p.m. to 6 a.m. through Nov. 24. During this time, pedestrians should use the sidewalk on the east side of the bridge.
• Intermittent sidewalk closures will occur on Dixie Highway. Pedestrian detour signage will be in place.
• Intermittent off-peak lane closures on Dixie Highway and U.S. 1 will be needed while work is ongoing at the bridge. 1. U.S. 1 from Palm City Road to SW St. Lucie Crescent in Stuart

Traffic Impact:

Traffic Impact:

1. Monterey Road / State Road 714 from SE Monterey Commons Boulevard to SE Ocean Boulevard in Stuart

Traffic Impact:

• One northbound lane of Monterey Road will be closed Monday through Friday from 9 a.m. to 4 p.m. through Nov. 30 for exterior building painting. For more information, please contact David Wells at 561-722-1471.

1. State Road A1A from NE Rose Walk Terrace to NE Causeway Boulevard in Stuart & Jensen Beach

Traffic Impact:

1. Martin Downs Boulevard / State Road 714 from Mariposa Circle to Cornell Avenue in Palm City

Traffic Impact:

1. Midway Road Widening Project, from S. 25th Street to U.S. 1

Description: This 1.8-mile project includes: reconstructing the existing two-lane Midway Road to a four-lane, divided highway with a raised median; installing a new signal at Sunrise Boulevard; constructing a new bridge over the North Fork St. Lucie River; constructing a 6-foot sidewalk on the north side and a 12-foot multi-purpose trail on the south side Midway Road; constructing 4-foot bike lanes on both sides of the roadway; reconstruction of S. 25th Street approximately 1000’ to the south & north of Midway Road; reconstruction of Sunrise Boulevard from W. 1st Street to Charlotta Street; reconstruction of Oleander Avenue from W. 2nd Street to Merritt’s Ditch; drainage improvements, including constructing 6 retention ponds at 5 locations; and signage, signalization, and lighting improvements.

Cost/Completion: $26.8 million. Completion is expected in fall 2021.

Traffic Impact:

• One lane in either direction of Midway Road between 25^th Street and U.S. 1 may be closed Monday through Friday except from 6:30 a.m. to 9 a.m. & 4 p.m. to 8:30 p.m. for drainage activities, signalization, bridge work, and embankment/excavation. Two-way traffic will be maintained with a flag crew.
• The westbound lane of Midway Road between U.S. 1 and 2^nd Street will be closed Monday through Friday from 9 a.m. to 4 p.m. for paving. Two-way traffic will be maintained with a flag crew.

• One lane in either direction of Oleander Avenue between West 1^st Street and just north of Midway Road by Merritt’s Ditch may be closed Monday through Friday except from 7 a.m. to 9 a.m. & 4 p.m. to 6 p.m. Two-way traffic will be maintained with a flag crew.
• One lane in either direction of Sunrise Boulevard between West 1^st Street and Augusta Street may be closed Monday through Friday except from 7 a.m. to 9 a.m. & 4 p.m. to 6 p.m. Two-way traffic will be maintained with a flag crew.

• One lane in each direction of 25th St. from 1,200’ north to 500’ south of Midway Road will have daytime and nighttime lane closures Monday through Friday except for between the hours of 3 p.m. and 7 p.m. for paving.

• One lane in either direction of Melville Road just south of Midway Road may be closed Monday through Friday except from 7 a.m. to 9 a.m. & 4 p.m. to 6 p.m. A flag crew will maintain two-way traffic.
• One lane in either direction of U.S. 1 at Midway Road may be closed Monday through Friday except from 7 a.m. to 9 a.m. & 4 p.m. to 6 p.m.
• Eastbound and westbound traffic on Midway Road from 25^th Street to just east of the bridge over the North Fork St. Lucie River is shifted to the north on the newly constructed roadway to facilitate roadway construction to the south.

• Northbound and southbound traffic on Oleander Avenue from 2nd Street to Merritt’s Ditch is shifted to the west on the newly constructed roadway to facilitate roadway construction to the east.
• Northbound and southbound traffic on Sunrise Boulevard from 1st Street to Charlotta Street is shifted to the west on the newly constructed roadway to facilitate roadway construction to the east.
• Northbound and southbound traffic on 25th Street from Canoe Creek Lane to approximately 1,000 feet north of Midway Road is shifted to the east to facilitate roadway construction to the west.

13. Kings Highway Widening Project, from South of State Road 70 to North of the I-95 Overpass

Description: Kings Highway / State Road 713 is being widened from south of State Road 70 to north of the I-95 overpass in the City of Ft. Pierce and unincorporated St. Lucie County. The improvements on this 3.417-mile project include: reconstructing the existing two-lane undivided Kings Highway with a newly constructed four‐lane divided roadway, relocating Canal No. 40 and Canal No. 32E to accommodate widening to the west, realigning Kings Highway at the intersection with Okeechobee Road which will improve the existing connection with the Turnpike, replacing existing culverts/swales and installing a closed drainage system and retention ponds, installing a new highway lighting system, and upgrading signalization with vehicle detection devices and ITS cameras.

Cost/Completion: $45.2 million. Completion is expected in fall 2022.

Traffic Impact:

• The speed limit on Kings Highway from south of Okeechobee Road / State Road 70 to north of the I-95 overpass has been temporarily reduced from 50 MPH to 40 MPH. This speed limit reduction will be in place through the end of the project.
• One lane in either direction of Kings Highway may be intermittently closed Monday through Friday from 9 a.m. to 4 p.m. through fall 2022 for roadway work. Two-way traffic will be maintained by a flag crew. During this time, intermittent side street closures may occur, maintaining two-way traffic at all times.
• Southbound Kings Highway just north of Okeechobee Road is shifted to the east through spring 2021 to facilitate roadway reconstruction. During this time, the southbound to eastbound turning lanes is reduced to one lane.
• Southbound and northbound Kings Highway at the Orange Avenue intersection is reduced to one lane in each direction through spring 2021, temporarily removing the designated turning lanes, to facilitate roadway reconstruction.
• Eastbound Orange Avenue just west of Kings Highway is reduced to one through lane through spring 2021 to facilitate roadway reconstruction.
• Full Closure: Crossroads Parkway just east of Kings Highway is closed for reconstruction of Crossroads Parkway. This full closure is anticipated to be in place through Nov. 2020, weather permitting. During this time, motorists heading north on Kings Highway should detour via Graham Road to South Jenkins Road to Okeechobee Road. 14. “Jobs Express Terminal” Gatlin Boulevard Park and Ride Lot Project

Description: The “Jobs Express Terminal” Gatlin Boulevard park and ride lot project started August 23, 2020. The future location of this park and ride lot is just east of the I-95 interchange, between Brescia Street and Edgarce Street. The purpose of the project is to support regional commuter trips to and from the greater St. Lucie County area by constructing a park and ride lot with the capacity to hold 162 vehicles and installing bus shelters for drop-off or pick-up.

Cost/Completion: $2 million. Completion is expected in spring 2021.

Traffic Impact:

• One eastbound lane of Gatlin Boulevard from Brescia Street and Edgarce Street will be closed Monday through Friday from 9 a.m. to 4 p.m. through Dec. 2020 for construction of a permanent driveway. 15. US 1/State Road 5 and State Road 70 Advanced Transportation Management Center (ATMS) Improvements Design-Build Project

Description: Construction on the U.S. 1/State Road (SR) 5 and SR 70 (Okeechobee Road/Virginia Avenue) ATMS improvements design-build project started September 29, 2020. The improvements to this project include installing closed circuit television (CCTV) cameras and Bluetooth detection devices that will transmit to the Traffic Management Center at the following locations: U.S. 1 from Savanna Club Boulevard to Kings Highway/SR 713, and SR 70 from Kings Highway/SR 713 to U.S. 1.

Cost/Completion: $6.4 million. Completion is expected in fall 2021.

Traffic Impact:

• The northbound and southbound shoulders of U.S. 1 from North 3rd Street to Kings Highway will be intermittently closed Monday through Friday from 7 a.m. to 5 p.m. through Dec. 1 for utility work.
• Starting Tuesday, Nov. 17, one southbound lane of U.S. 1 from Savanna Club Boulevard to Rio Mar Drive will be closed Monday through Friday from 9 a.m. to 4 p.m. through Dec. 4 for conduit and pull box installation. During this time, intermittent sidewalk closures will occur, detouring pedestrians to the nearest signalized intersection. 16. Okeechobee Road/State Road 70 and Midway Road/County Road 712 Intersection Lighting Improvements Project

Description: Construction on the Okeechobee Road/State Road 70 and Midway Road/County Road 712 intersection lighting improvements project started October 5, 2020. The improvements under this contract consist of installing highway lighting at the Okeechobee Road/SR 70 and Midway Road/CR 712 intersection.

Cost/Completion: $255,430. Completion is expected in spring 2021.

17. U.S. 1/State Road (SR) 5 Improvement Projects

Description: Construction on the U.S. 1 improvement projects from south of Port St. Lucie Boulevard/SR 716 to Rio Mar Drive and at Virginia Avenue/SR 70 will begin Thursday, November 19, 2020. The improvements under this contract consist of milling and resurfacing the existing roadway and restriping to provide 6‐foot buffered bicycle lanes on U.S. 1 from south of SR 716 to Rio Mar Drive, and widening the existing roadway in the NW corner of the U.S. 1 and SR 70 intersection to accommodate a southbound right-turn lane.

Cost/Completion: $7,223,963. Completion is expected in spring 2022.

1. Port St. Lucie Boulevard from SE Alden Street to SE Rivergate Parkway in Port St. Lucie

Traffic Impact:

1. Port St. Lucie Boulevard from SW Cameo Boulevard to SW Wayne Street in Port St. Lucie

Traffic Impact:

1. Emerson Avenue / State Road 607 from Waterstone Boulevard to 15^th Street SW in Ft. Pierce

Traffic Impact:

1. Southbound Florida’s Turnpike/SR 91 Entrance Ramp from Becker Road in Port St. Lucie

Traffic Impact:

• Full Closure: Southbound Florida’s Turnpike/SR 91 entrance ramp from Becker Road (Exit 138) will undergo overnight full ramp closures, 10 p.m. Sunday, November 15, to 6 a.m. Monday, November 16. Overnight full ramp closures, 9 p.m. to 6 a.m., Monday, November 16, and nightly through Thursday, November 19. Detour information is as follows:

• • Westbound Becker Road traffic wishing to access southbound Florida’s Turnpike/SR 91 will be directed to Port St. Lucie Boulevard/Citrus Boulevard, travel south on Citrus Boulevard to Martin Highway/SR 714 and travel east on Martin Highway to access southbound Florida’s Turnpike.
  • Eastbound Becker Road traffic wishing to access southbound Florida’s Turnpike/SR 91 will be directed to Port St. Lucie Boulevard/Citrus Boulevard, travel south on Citrus Boulevard to Martin Highway/SR 714 and travel east on Martin Highway to access southbound Florida’s Turnpike. 1. Northbound Florida’s Turnpike/SR 91 Entrance Ramp from Port St. Lucie Boulevard in Port St. Lucie

Traffic Impact:

• Full Closure: Northbound Florida’s Turnpike/SR 91 entrance ramp from Port St. Lucie Boulevard will undergo overnight full ramp closures, 10 p.m. Sunday, November 15, to 6 a.m. Monday, November 16. Overnight full ramp closures, 9 p.m. to 6 a.m., Monday, November 16, and nightly through Thursday, November 19. Please note, entrance and exit ramps will not be closed at the same time. Detour information is as follows:

• • Eastbound Port St. Lucie Boulevard traffic wishing to access northbound Florida’s Turnpike/SR 91 will be directed to Bayshore Boulevard, travel north on Bayshore Boulevard to Crosstown Parkway, travel west on Crosstown Parkway to I-95, travel north on I-95 to Okeechobee/Ft. Pierce/SR 70 (Exit 129) and travel west on SR 70 to access northbound Florida’s Turnpike.
  • Westbound Port St. Lucie Boulevard traffic wishing to access northbound Florida’s Turnpike/SR 91 will be directed to Bayshore Boulevard, travel north on Bayshore Boulevard to Crosstown Parkway, travel west on Crosstown Parkway to I-95, travel north on I-95 to Okeechobee/Ft. 1. Northbound Florida’s Turnpike/SR 91 Exit Ramp to Port St. Lucie Boulevard (Exit 142) in Port St. Lucie

Traffic Impact:

• Full Closure: Northbound Florida’s Turnpike/SR 91 exit ramp to Port St. Lucie Boulevard (Exit 142) will undergo overnight full ramp closures, 10 p.m. Sunday, November 15, to 6 a.m. Monday, November 16; and 9 p.m. to 6 a.m., Monday, November 16, and nightly through Thursday, November 19. 29. State Road A1A Hurricane Matthew Restoration Project

Description: The State Road A1A Hurricane Matthew restoration project runs from approximately 2.3 miles south of the Sebastian Inlet northerly 1 mile on State Road A1A. Work on this 1.035-mile project includes constructing a sheet pile wall system on the west side of SR A1A with reinforced concrete caps and placing rip rap with ditch lining to protect the shoreline against the storm surge and wave action from the Intracoastal Waterway during severe storm events; repairing the failed pavement areas within the southbound travel lane; and installing a new southbound 8-foot concrete sidewalk.

Cost/Completion: $5.4 million. Completion is expected in fall 2020.

Traffic Impact:

• The speed limit from approximately 2.3 miles south of the Sebastian Inlet northerly 1 mile on State Road A1A has been temporarily reduced from 50 MPH to 40 MPH. This speed limit reduction will be in place through the end of the project.
• The southbound lane of State Road A1A will be closed intermittently Monday through Friday from 7 a.m. to 7 p.m. through Nov. 2020 for clearing and grubbing, sidewalk work and seawall construction. 30. 17^th Street Bridge Project

Description: The 17^th Street Bridge Hurricane Irma lighting repair project from Indian River Boulevard to State Road A1A started May 4, 2020. Work on this project includes replacing all 35 light poles along the 17th Street Bridge and replacing concrete traffic railing along the median at the light pole locations. Associated work remaining includes repairing spalls in the concrete beams in spans 58 and 59 of the 62-span bridge which began October 26, 2020.

Cost/Completion: $1.1 million. Completion is expected in spring 2021.

Traffic Impact:

• The outside westbound of the 17^th Street Bridge will be closed Saturday and Sunday from 8 a.m. to 4 p.m. for light pole work. During this time, the westbound sidewalk will be closed and pedestrian traffic will be detoured to the south side of the bridge.
• One inside lane in each direction of the 17^th Street Bridge will be closed Monday through Friday from 8 a.m. to 4 p.m. for light pole work and removal of temporary barrier wall.
• Advance Notice: Anticipated to begin Dec. 4, eastbound and westbound traffic on the 17th Street Bridge will be down to one lane in each direction around the clock through spring 2021 for bridge beam repairs. For the first phase of this work, westbound traffic on 17th Street Bridge will be diverted to the eastbound travel lane through Feb. 2021. 31. State Road A1A Shoulder Widening and Resurfacing Project

Description: The State Road (SR) A1A shoulder widening and resurfacing project from north of Tides Road to south of Coco Plum Lane started June 22, 2020. The improvements on this project include: resurfacing SR A1A from just north of Tides Road to just south of Coco Plum Lane; widening SR A1A to provide 7-foot shoulders in each direction to accommodate new buffered bikes lanes; installing signalization improvements; upgrading pedestrian signal features at the SR A1A / John’s Island Drive and SR A1A / Wabasso Beach Road intersections with LED countdowns; constructing drainage improvements; installing new signs and pavement markings; reconstructing pedestrian ramps to meet current Americans with Disabilities Act (ADA) requirements; installing Rapid Flashing Beacons at two (2) beach access pedestrian crossing locations; and making sidewalk repairs at various locations throughout the project limits.

Cost/Completion: $6.7 million. Completion is expected in fall 2021.

Traffic Impact:

• Along State Road A1A from north of 46th Place to south of Coco Plum Lane the speed limit has been permanently reduced from 50 MPH to 45 MPH. During construction, the speed limit is temporarily reduced from 45 MPH to 35 MPH.
• The northbound lane of State Road A1A from 46^th Place to Pebble Path will be intermittently Monday through Friday from 8:30 a.m. to 4:30 p.m. for paving. Two-way traffic will be maintained by a flag crew.
• The northbound lane of State Road A1A from 46^th Place to Pebble Path will be intermittently Sunday through Thursday night from 8 p.m. to 6 a.m. for paving. Two-way traffic will be maintained by a flag crew.
