MARTIN, ST. LUCIE & INDIAN RIVER COUNTIES, Fla. – Construction, maintenance and permit-related lane closures on state highways in Martin, St. Lucie and Indian River counties are expected during January 29 through February 5, 2021. Weather permitting, work will be done at the following locations throughout the Treasure Coast. For updated lane closure information, please refer to www.d4fdot.com. CONSTRUCTION PROJECTS

MARTIN COUNTY

Kanner Highway / State Road 76, from south of Pratt Whitney Road (County Road 711) to SW Jack James Drive

Description: Kanner Highway is being widened from south of Pratt Whitney Road to SW Jack James Drive. Work on this 1.94-mile project includes: reconstructing Kanner Highway from CR 711 to Locks Road from a two-lane undivided highway to a four-lane divided highway with a raised median and curb & gutter; adding seven-foot-wide bicycle lanes from CR 711 to Locks Road; adding a 12-foot-wide shared use path on the east side of Kanner Highway from CR 711 to Locks Road; adding a six-foot-wide sidewalk on the west side of Kanner Highway from CR 711 to Locks Road; installing drainage features that will improve drainage; and resurfacing Kanner Highway from Locks Road to SW Jack James Drive. Access points and turn lanes will be provided throughout the corridor at the following locations: there will be turn lanes at the two signalized intersections CR 711 and Locks Road; full median openings will be at Mary Drive, Tropical Avenue, and SW Old Royal Drive; and a left-turn-only median opening will be located at Beverly Terrace.

Cost/Completion: $12.9 million. Completion is expected in summer 2021.

Traffic Impact:

The speed limit on Kanner Highway from south of Pratt Whitney Road to SW Jack James Drive has been temporarily reduced from 50 MPH to 45 MPH. This speed limit reduction will be in place through the end of the project.
One lane in either direction of Kanner Highway from Pratt Whitney Road to SW Jack James Drive will be closed intermittently Monday through Friday from 7 a.m. to 5 p.m. for roadway work. For lane closures on Kanner Highway where there is only one existing lane in each direction, two-way traffic will be maintained by a flag crew.
One lane in either direction of Pratt Whitney Road at the Kanner Highway intersection will be closed Monday through Friday from 7 a.m. to 5 p.m. for roadway work. Two-way traffic will be maintained by a flag crew.
On Thursday, February 4, weather permitting, southbound traffic along Kanner Highway will be shifted to the newly constructed southbound lanes, placing traffic on their permanent side of the concrete median. There will be no change to northbound traffic. Traffic will remain one lane in each direction to allow the contractor to complete the remaining median work and prepare the corridor for placement of the final lift of friction course asphalt. Access points and turn lanes will be provided throughout the corridor at the following locations:

- There will be turn lanes at the two signalized intersections CR 711 and Locks Road
- Full median openings will be at SW Mary Drive, SW Tropical Avenue, and SW Old Royal Drive
- A left-turn-only median opening will be at SW Beverly Terrace

Please note, if motorists want to make a left onto Kanner Highway and a median opening is not available, they must make a right-turn only onto Kanner Highway followed by a U-turn at the next access point.

The sidewalk on the west side of Kanner Highway is closed. Pedestrians should use the newly constructed shared use path on the east side of Kanner Highway. Please note, due to current roadway conditions the shared use path terminates prior to Locks Road and Pratt Whitney Road/SW96th Street for pedestrian safety. U.S. 1 Shoulder Widening and Resurfacing Project, from South of SE Heritage Boulevard to North of SE Salerno Road

Description: U.S. 1 is undergoing a shoulder widening and resurfacing project from south of SE Heritage Boulevard to north of SE Salerno Road. The improvements include: milling and resurfacing of all travel lanes, turn lanes, and shoulders; widening the shoulders to accommodate 7-foot buffered bicycle lanes; addressing pavement failures at Cove Road and Salerno Road; upgrading sidewalk and pedestrian ramps to meet American with Disabilities Act (ADA) standards; upgrading signing and pavement markings; installing new pedestrian countdown signal heads at multiple signalized intersections; upgrading traffic controller cabinets at all signalized intersections; and installing lighting improvements at Salerno Road and Cove Road intersections.

Cost/Completion: $8.4 million. Completion is expected in spring 2021.

Traffic Impact:

One lane in either direction of U.S. 1 from Heritage Boulevard to Salerno Road will be closed Monday through Friday from 8 a.m. to 5 p.m. for paving. I-95 Lighting and Roadway Improvements Project from South of the State Road 706 / Indiantown Road Interchange to the County Road 708 / SE Bridge Road Interchange

Description: This 11.59-mile I-95 improvements project started September 9, 2020 in Jupiter and Hobe Sound. Work includes installing new roadway lighting with LED luminaires, replacing the high mast lighting system with a conventional LED roadway lighting system, extending the northbound I-95 merge lane just north of Indiantown Road, extending the deceleration distances for the I-95 northbound to westbound Indiantown Road exit ramp and the I-95 southbound to eastbound Indiantown Road exit ramp, and installing wrong way vehicle detection systems at the Indiantown Road and SE Bridge Road I-95 interchanges and new advanced warning signage.

Cost/Completion: $12.3 million. Completion is expected in spring 2022.

Traffic Impact:

The shoulder in both directions of I-95 will be intermittently closed Monday through Friday from 6:30 a.m. to 6 p.m. through Aug. 2021 for temporary asphalt placement, landscaping relocation efforts, and conduit and light pole foundation installations.
One lane in either direction of I-95 at the Indiantown Road interchange may be closed Sunday through Thursday night from 10 p.m. to 6 a.m. to facilitate the construction of a minor traffic diversion. Roosevelt Bridge Repair Project

Description: The Roosevelt Bridge repair project that started on August 14, 2020 will restore six (6) lanes of traffic on the Roosevelt Bridge. The project consists of work to repair one span of the southbound bridge, minor work inside both bridges, restoration of the medians on U.S. 1 at each end of the bridge, and restoring Dixie Highway to its original condition.

Cost/Completion: $9.3 million. Completion is expected in early 2021.

Traffic Impact:

Intermittent off-peak lane closures on Dixie Highway and U.S. 1 will be needed while work is ongoing.

I-95 south of Becker Road (Exit 114)

Traffic Impact:

I-95 between SW Martin Highway (Exit 110) and St. Lucie West Boulevard (Exit 121)

Traffic Impact:

Both directions of I-95 between SW Martin Highway (Exit 110) and St. Lucie West Boulevard (Exit 121) will undergo a rolling lane closure Monday night, Feb. 1 through Wednesday night, Feb. 3 between 9 p.m. at 6 a.m. for no longer than 10 minutes for overhead utility work. Northbound I-95 traffic will begin pacing operations at SW Martin Highway (Exit 110). Southbound I-95 traffic will begin pacing operations at St. Lucie West Boulevard (Exit 121). Northbound Florida’s Turnpike/SR 91 between Indiantown Road/SR 706 (Exit 116) and SW Martin Highway/Stuart/SR 714 (Exit 133)

Traffic Impact:

Full Closure: Northbound Florida’s Turnpike/SR 91 between Indiantown Road/SR 706 (Exit 116) and SW Martin Highway/Stuart/SR 714 (Exit 133) will undergo overnight full road closures, 10 p.m. Monday, February 1, to 5 a.m. Tuesday, February 2; and 10 p.m. Tuesday, February 2, to 5 a.m. Wednesday, February 3. Detour information is as follows:

- Northbound Florida’s Turnpike/SR 91 traffic wishing to continue north will be directed to exit at Indiantown Road/SR 706 (Exit 116), travel east on Indiantown Road to I-95, travel north on I-95 to exit at High Meadow Avenue/CR 713 (Exit 102), travel north on High Meadow Avenue to SW Martin Highway and travel west on SW Martin Highway to access northbound Florida’s Turnpike.
- Indiantown Road/SR 706 traffic wishing to access northbound Florida’s Turnpike/SR 91 will be directed to I-95, travel north on I-95 to exit at High Meadow Avenue/CR 713 (Exit 102), travel north on High Meadow Avenue to SW Martin Highway and travel west on SW Martin Highway to access northbound Florida’s Turnpike. Jensen Beach Causeway Bridge (NE Causeway Boulevard over the Intracoastal Waterway) in Jensen Beach

Advance Notice: One lane in either direction of the Jensen Beach Causeway Bridge will be closed Monday, Feb. 15 through Friday, Feb. 19 from 9 a.m. to 4 p.m. for maintenance work. Midway Road Widening Project, from S. 25th Street to U.S. 1

Description: This 1.8-mile project includes: reconstructing the existing two-lane Midway Road to a four-lane, divided highway with a raised median; installing a new signal at Sunrise Boulevard; constructing a new bridge over the North Fork St. Lucie River; constructing a 6-foot sidewalk on the north side and a 12-foot multi-purpose trail on the south side Midway Road; constructing 4-foot bike lanes on both sides of the roadway; reconstruction of S. 25th Street approximately 1000’ to the south & north of Midway Road; reconstruction of Sunrise Boulevard from W. 1st Street to Charlotta Street; reconstruction of Oleander Avenue from W. 2nd Street to Merritt’s Ditch; drainage improvements, including constructing 6 retention ponds at 5 locations; and signage, signalization, and lighting improvements.

Cost/Completion: $26.8 million. Completion is expected in fall 2021.

Traffic Impact:

One lane in each direction of 25th Street from River Hammock Lane to Divine Road will be closed Sunday through Thursday night from 7 p.m. to 7 a.m. for paving.
One eastbound lane of Midway Road from Jorgensen Road to 25^th Street will be closed Sunday through Thursday night from 7 p.m. to 7 a.m. for paving.
One lane in either direction of Midway Road between 25^thStreet and U.S. 1 may be closed Monday through Friday except from 6:30 a.m. to 9 a.m. & 4 p.m. to 8:30 p.m. for drainage activities, signalization, bridge work, and embankment/excavation. Two-way traffic will be maintained with a flag crew.

One lane in either direction of Oleander Avenue between West 1^st Street and just north of Midway Road by Merritt’s Ditch may be closed Monday through Friday except from 7 a.m. to 9 a.m. & 4 p.m. to 6 p.m. Two-way traffic will be maintained with a flag crew.
One lane in either direction of Sunrise Boulevard between West 1^st Street and Augusta Street may be closed Monday through Friday except from 7 a.m. to 9 a.m. & 4 p.m. to 6 p.m. Two-way traffic will be maintained with a flag crew.
One lane in each direction of 25th Street from 1,200’ north to 500’ south of Midway Road will have daytime and nighttime lane Monday through Friday except for between the hours of 3 p.m. and 7 p.m. for paving.
One lane in either direction of Melville Road just south of Midway Road may be closed Monday through Friday except from 7 a.m. to 9 a.m. & 4 p.m. to 6 p.m. A flag crew will maintain two-way traffic.
One lane in either direction of U.S. 1 at Midway Road may be closed Monday through Friday except from 7 a.m. to 9 a.m. & 4 p.m. to 6 p.m.
Eastbound traffic on Midway Road from 25th Street to east of the bridge is shifted to the south onto the newly constructed roadway. All traffic along the Midway Road project corridor is in their respective lanes. Traffic will remain one lane in each direction. Access points and turn lanes are provided throughout the corridor at the following locations:

- Turn lanes at all four (4) signalized intersections: S. 25th Street, Oleander Avenue, U.S. 1, and the new signalized intersection at Sunrise Boulevard
- Additional median openings are at the following locations along Midway Road: 800’ east of S. 25th Street, White City Park Entrance, Magnolia Avenue, Cypress Avenue, Elm Avenue, 700’ east of Oleander Avenue, Melville Road, and 600’ east of Melville Road

Northbound and southbound traffic on Oleander Avenue from 2nd Street to Merritt’s Ditch is shifted to the west on the newly constructed roadway to facilitate roadway construction to the east.
Northbound and southbound traffic on Sunrise Boulevard from 1st Street to Charlotta Street is shifted to the west on the newly constructed roadway to facilitate roadway construction to the east.
Northbound and southbound traffic on 25th Street from Canoe Creek Lane to approximately 1,000 feet north of Midway Road is shifted to the east through Feb. to facilitate roadway construction to the west.
Anticipated to be implemented by Monday morning, Feb. 5, southbound traffic on 25th Street to the north and south of Midway Road will be shifted to the east onto the newly constructed roadway. All traffic along 25^th Street will be in their respective lanes.

Kings Highway Widening Project, from South of State Road 70 to North of the I-95 Overpass

Description: Kings Highway / State Road 713 is being widened from south of State Road 70 to north of the I-95 overpass in the City of Ft. Pierce and unincorporated St. Lucie County. The improvements on this 3.417-mile project include: reconstructing the existing two-lane undivided Kings Highway with a newly constructed four‐lane divided roadway, relocating Canal No. 40 and Canal No. 32E to accommodate widening to the west, realigning Kings Highway at the intersection with Okeechobee Road which will improve the existing connection with the Turnpike, replacing existing culverts/swales and installing a closed drainage system and retention ponds, installing a new highway lighting system, and upgrading signalization with vehicle detection devices and ITS cameras.

Cost/Completion: $45.2 million. Completion is expected in fall 2022.

Traffic Impact:

The speed limit on Kings Highway from south of Okeechobee Road / State Road 70 to north of the I-95 overpass has been temporarily reduced from 50 MPH to 40 MPH. This speed limit reduction will be in place through the end of the project.
One lane in either direction of Kings Highway may be intermittently closed Monday through Friday from 9 a.m. to 4 p.m. through fall 2022 for roadway work. Two-way traffic will be maintained by a flag crew. During this time, intermittent side street closures may occur, maintaining two-way traffic at all times.
Southbound Kings Highway just north of Okeechobee Road is shifted to the east through spring 2021 to facilitate roadway reconstruction. During this time, the southbound to eastbound turning lanes is reduced to one lane.
Southbound and northbound Kings Highway at the Orange Avenue intersection is reduced to one lane in each direction through spring 2021, temporarily removing the designated turning lanes, to facilitate roadway reconstruction.
Eastbound Orange Avenue just west of Kings Highway is reduced to one through lane through spring 2021 to facilitate roadway reconstruction.
Full Closure: Crossroads Parkway just east of Kings Highway is closed for reconstruction of Crossroads Parkway. This full closure is anticipated to be in place through Feb. 2021, weather permitting. During this time, motorists heading north on Kings Highway should detour via Graham Road to South Jenkins Road to Okeechobee Road. “Jobs Express Terminal” Gatlin Boulevard Park and Ride Lot Project

Description: The “Jobs Express Terminal” Gatlin Boulevard park and ride lot project started August 23, 2020. The future location of this park and ride lot is just east of the I-95 interchange, between Brescia Street and Edgarce Street. The purpose of the project is to support regional commuter trips to and from the greater St. Lucie County area by constructing a park and ride lot with the capacity to hold 162 vehicles and installing bus shelters for drop-off or pick-up.

Cost/Completion: $2 million. Completion is expected in spring 2021.

Traffic Impact:

One eastbound lane of Gatlin Boulevard from Brescia Street and Edgarce Street will be closed Monday through Friday from 9 a.m. to 4 p.m. through Apr. 2021 for construction of a permanent driveway.
One northbound lane of Brescia Street just south of Gatlin Boulevard may be closed Sunday through Thursday night from 11 p.m. to 6 a.m. through Apr. 2021 for driveway turnout construction. During this time, pedestrian traffic may be detoured to the other side of Brescia Street.
The westbound lane of Hayworth Avenue between The Home Depot and Edgarce Street may be closed Monday through Friday from 9 a.m. to 4 p.m. through Apr. 2021 for driveway turnout construction. US 1/State Road 5 and State Road 70 Advanced Transportation Management Center (ATMS) Improvements Design-Build Project

Description: Construction on the U.S. 1/State Road (SR) 5 and SR 70 (Okeechobee Road/Virginia Avenue) ATMS improvements design-build project started September 29, 2020. The improvements to this project include installing closed circuit television (CCTV) cameras and Bluetooth detection devices that will transmit to the Traffic Management Center at the following locations: U.S. 1 from Savanna Club Boulevard to Kings Highway/SR 713, and SR 70 from Kings Highway/SR 713 to U.S. 1.

Cost/Completion: $6.4 million. Completion is expected in fall 2021.

Traffic Impact:

One northbound lane of U.S. 1 from Seaway Drive to Avenue H will be closed Monday through Friday from 9 a.m. to 4 p.m. for conduit and pull box installation. During this time, intermittent sidewalk closures will occur, detouring pedestrians to the nearest signalized intersection.
One southbound lane of U.S. 1 from Savanna Club Boulevard to Rio Mar Drive will be closed Monday through Friday from 9 a.m. to 4 p.m. through Feb. 5 for conduit and pull box installation. During this time, intermittent sidewalk closures will occur, detouring pedestrians to the nearest signalized intersection.
The northbound and southbound shoulders of U.S. 1 from North 3rd Street to Kings Highway will be intermittently closed Monday through Friday from 7 a.m. to 5 p.m. through Feb. 28 for utility work.
One northbound lane of U.S. 1 from Rio Mar Drive to Midway Road will be intermittently closed Monday through Friday from 9 a.m. to 4 p.m. through Feb. 5 for conduit and pull box installation. During this time, intermittent northbound turn lane and sidewalk closures will occur. Pedestrians will be detoured to the nearest signalized intersection.
Starting Feb. 5, one northbound lane of U.S. 1 from Rio Mar Drive to Orange Avenue will be intermittently closed Monday through Friday from 9 a.m. to 4 p.m. through Feb. 26 for conduit and pull box installation. During this time, intermittent northbound turn lane and sidewalk closures will occur. Pedestrians will be detoured to the nearest signalized intersection.

Okeechobee Road/State Road 70 and Midway Road/County Road 712 Intersection Lighting Improvements Project

Description: Construction on the Okeechobee Road/State Road 70 and Midway Road/County Road 712 intersection lighting improvements project started October 5, 2020. The improvements under this contract consist of installing highway lighting at the Okeechobee Road/SR 70 and Midway Road/CR 712 intersection.

Cost/Completion: $255,430. Completion is expected in spring 2021.

Traffic Impact:

U.S. 1/State Road (SR) 5 Improvement Projects

Description: Construction on the U.S. 1 improvement projects from south of Port St. Lucie Boulevard/SR 716 to Rio Mar Drive and at Virginia Avenue/SR 70 started November 19, 2020. The improvements under this contract consist of milling and resurfacing the existing roadway and restriping to provide 6‐foot buffered bicycle lanes on U.S. 1 from south of SR 716 to Rio Mar Drive, and widening the existing roadway in the NW corner of the U.S. 1 and SR 70 intersection to accommodate a southbound right-turn lane.

Cost/Completion: $7,223,963. Completion is expected in spring 2022.

Traffic Impact:

One southbound lane of U.S. 1 from Port St. Lucie Boulevard to Rio Mar Drive will be closed Monday through Friday from 9 a.m. to 4 p.m. for sidewalk repair work. During this time, sections of the sidewalk will be closed. Detour signage will be in place, directing pedestrians to the nearest signalized intersection. Port St. Lucie Boulevard at Delano Road in Port St. Lucie

Traffic Impact:

U.S. 1 from Mediterranean Boulevard S. to Midway Road in Port St. Lucie and Ft. Pierce

Northbound Florida’s Turnpike/SR 91 Exit Ramp to Becker Road (Exit 138)

Traffic Impact:

Full Closure: Northbound Florida’s Turnpike/SR 91 exit ramp to Becker Road (Exit 138) will undergo an overnight full ramp closure, 10 p.m. Sunday, January 31, to 5 a.m. Monday, February 1, and overnight full ramp closures, 9 p.m. to 5 a.m., Monday, February 1, and nightly through Friday, February 5. State Road A1A Hurricane Matthew Restoration Project

Description: The State Road A1A Hurricane Matthew restoration project runs from approximately 2.3 miles south of the Sebastian Inlet northerly 1 mile on State Road A1A. Work on this 1.035-mile project includes constructing a sheet pile wall system on the west side of SR A1A with reinforced concrete caps and placing rip rap with ditch lining to protect the shoreline against the storm surge and wave action from the Intracoastal Waterway during severe storm events; repairing the failed pavement areas within the southbound travel lane; and installing a new southbound 8-foot concrete sidewalk.

Cost/Completion: $5.4 million. Completion is expected in early 2021.

17^th Street Bridge Project

Description: The 17^th Street Bridge Hurricane Irma lighting repair project from Indian River Boulevard to State Road A1A started May 4, 2020. Work on this project includes replacing all 35 light poles along the 17th Street Bridge and replacing concrete traffic railing along the median at the light pole locations. Associated work remaining includes repairing spalls in the concrete beams in spans 58 and 59 of the 62-span bridge which began October 26, 2020.

Cost/Completion: $1.1 million. Completion is expected in spring 2021.

Traffic Impact:

Eastbound and westbound traffic on the 17th Street Bridge is down to one lane in each direction around the clock through spring 2021 for bridge beam repairs. Currently, westbound traffic on 17th Street Bridge is diverted to the eastbound travel lane through Feb. 2021. State Road A1A Shoulder Widening and Resurfacing Project

Description: The State Road (SR) A1A shoulder widening and resurfacing project from north of Tides Road to south of Coco Plum Lane started June 22, 2020. The improvements on this project include: resurfacing SR A1A from just north of Tides Road to just south of Coco Plum Lane; widening SR A1A to provide 7-foot shoulders in each direction to accommodate new buffered bikes lanes; installing signalization improvements; upgrading pedestrian signal features at the SR A1A / John’s Island Drive and SR A1A / Wabasso Beach Road intersections with LED countdowns; constructing drainage improvements; installing new signs and pavement markings; reconstructing pedestrian ramps to meet current Americans with Disabilities Act (ADA) requirements; installing Rapid Flashing Beacons at two (2) beach access pedestrian crossing locations; and making sidewalk repairs at various locations throughout the project limits.

Cost/Completion: $6.7 million. Completion is expected in spring 2021.

Traffic Impact:

Along State Road A1A from north of 46th Place to south of Coco Plum Lane the speed limit has been permanently reduced from 50 MPH to 45 MPH. During construction, the speed limit is temporarily reduced from 45 MPH to 35 MPH.
The northbound lane of State Road A1A from 46^th Place to Pebble Path will be intermittently Sunday through Thursday night from 8 p.m. to 6 a.m. for paving. Two-way traffic will be maintained by a flag crew.

Advance Notice: Both directions of I-95 between 3 miles north of State Road 60 and Indrio Road (Exit 138) will undergo a rolling lane closure Sunday night, Feb. 7 through Thursday night, Feb. 11 between 12 a.m. at 4 a.m. for no longer than 10 minutes for overhead utility work approximately 2 miles south of State Road 60 (Exit 147).
